Materials necessary for the application:

Coordination statement  (is a part of an overall TSK statement)

Project documentation for zoning and construction procedure must contain:

  • 1 copy of a clear coordination plan with the marked up event, name of the road, differentiation of pavements and roads, the closest crossroads, house / building number and plot number (a cadastral map with names of roads is appropriate to use as an appendix at least to the coordination plan), technical report.
  • Name of the event – např. Masná18, Praha 1, přípojka plynu a rekonstrukce objektu
  • Termín realizace  od – do  - e.g. Masná 18, Prague 1, gas connection and building restoration
  • Investor:  name of the company or legal entity
    • address including a post code
    • Identification No. or birth No.
    • responsible person of the investor + telephone No.
  • Engineering works: (if not the investor of the event)
    • name of the company or legal entity
    • address including a post code

The application to obtain a statement regarding the events to be reported must be sent to the appropriate regional office of TSK, the Approval Committee does not give statements on these. Only the statement of the operator of the road and coordination statement will be issued.

We remind the applicant that it is necessary to request the statement of the Department of Asset Management of the Prague Council in case of events to be reported.

Land use approval

Land use approval (scaffolding, container, elevators, caravan, fencing, front gardens, etc.) is issued by the Coordination Department during work hours while waiting, 1 month before the event at the earliest.

Necessary materials:

  • 2 copies of a layout plan with the planned event marked up including length x width of the land blockage, name of the road, differentiation of pavements and roads, the closest crossroads, house / building number and plot number (a cadastral map with named roads is appropriate to be use as an appendix at least to the layout plan)
  • Event name – e.g. Masná 18, Prague 1, scaffolding, container, construction lift
  • Execution deadline from – to (e.g. 1.4.2012 – 31.7.2012)
  • Investor:
    • name of the company or legal entity
    • address including a post code
    • Identification No. or birth No.
    • responsible person of the applicant + telephone No.
  • Engineering works: (if not the investor of the event)
    • name of the company or legal entity
    • address including a post code

After receiving the Land Use Approval, the investor or the applicant must conclude a lease or loan agreement with the appropriate administrator of the road (Regional Administration of TSK, district or local office, in case of a commercial land use the Commercial Department of TSK).

End of the event:

The investor or their representative is obligated to report the end of the event to the Coordination Department as soon as it finishes using a document for this purpose. This does not concern a commercial land use which ends on the last day of the permit validity.

The form, Notification to End Land Use, is issued to the applicant together with the Land Use Approval. Part of the form confirmed by the Coordination Department serves as basic information to terminate the lease or loan agreement.

Earthworks approval

Earthworks approval is issued by the Coordination Department during work hours while waiting (provided all conditions are fulfilled), 1 month before the start of work at the earliest

Necessary materials:

  • 2 copies of a clear layout plan with the planned event marked up, name of the road, differentiation of pavements and roads, the closest crossroads, house / building number and plot number (a cadastral map with names  of roads is appropriate to be used as an appendix at least to the layout plan)
  • Event name – e.g. Rybalkova 10, gas and water connection, entry to the premises
  • Execution deadline  from – to (e.g. 1.4.2008 – 31.7.2009)
  • Investor:
    • name of the company or legal entity
    • address including a post code
    • Identification No. or birth No.
    • responsible person of the applicant + telephone No.
  • Engineering works: (if not the investor of the event)
    • name of the company or legal entity
    • address including a post code
    • Identification No. or birth No.
    • responsible person of the applicant + telephone No.
    • power of attorney from the event investor (a copy suffices)
  • Copy of the statement of the TSK Approval Committee
  • Copy of the statement of the Department of Asset Management of the Prague Council

In case the coordination statement stipulates coordination with other investors it is necessary to present copies of the coordination record

In winter (1.11. – 15.3.), it is necessary to present a written approval of the administrator regarding earthworks in winter.

After receiving the approval for earthworks the investor or applicant is obligated to conclude a lease or loan agreement with the appropriate road operator (TSK Regional Administration, district or local office).

End of the event

The investor or their representative must hand over a digital survey of the event together with the form ‘Notification about the Work Termination’ to the Department of the Information Development and GIS. The form, certified by the Department of the Information Development, must be handed over immediately to the Coordination Department. The form is issued to the applicant together with the approval of earthworks. A part of the form certified by the Coordination Department serves as basic material to terminate the lease or loan agreement.

1) After obtaining the consent of performing earthwork and the earthworks approval, the investor is obliged to enter into the lease or loan agreement with the communication manager (Regional Administration - TSK . Prague , district , borough , or . Local authority) .

2) The investor is obliged to report end of works to Coordination department special use of the roads on the designated form. The form must be proof of submission of the actual construction (including geodetic survey) to the department of TSK 530 (line 235). Form with confirmation coordination department and the department of IT development submit the investor TSK regional administration as proof of termination of the lease.

5. Layout plan
- the plan of the road use with the blocked area precisely marked up, certified by a stamp from the Coordination Department with the permit number, incl. the current horizontal and vertical traffic signs plotted in.
 

7. Power of attorney to act on behalf of the investor
- If the agreement is concluded by a physical or legal entity on behalf of another entity, then this can be done only based on a presented and certified power of attorney granted by a grantor to an authorised representative which becomes an integral part of the agreement for TSK.

Payment conditions regarding the conclusion of the agreement:

The fee for preparing the agreement is CZK 242 (appendix to the agreement costs CZK 61).

The amount of the lease is defined by the valid Resolution of the Prague Council No.2141 dated 14.12.2004.

After verifying the entire lease payment or the first payment of at least CZK 10,000 and paying the fee for preparing the agreement, the lesser will be given an agreed number of copies of the lease agreement with a date of the handover and signature of the authorised person accepting them.

Since January 2002 we have been issuing only one overall statement on behalf of TSK regarding the construction study, zoning approval, zoning and building procedure – by the Approval Committee, a part of which is also a coordination statement.

If you only need an approval to connect the entry to the road according to the Act 13/1997 Coll., as amended, for the Transport Department or to obtain a TSK approval to execute the work to be able to notify the Building Office, deliver your request to TSK – appropriate regional administration for Prague ??, Řásnovka 770/8, 110 15 Prague 1 (by post or personally to the mail room).

If your vehicle was towed away in public interest, it was done so according to the Road Act No. 13/1997 Coll..

The Road Act No. 13/1997 Coll. stipulates as follows:
Section 19
(5) The Road Administration Office is entitled to decide to place a local road or drive through part of a road or its parts, where for the reason of public interest it is temporarily prohibited to park a vehicle, with an appropriate traffic sign according to a special regulation. 2) The decision and signage must be executed at least one week before the day of the temporary ban to park on the appropriate road and general regulations about administration procedures do not apply to the procedure of the Road Administration Office is in this case.

(6) In case of failing to adhere to the decision of the Road Administration Office according to the previous paragraph, the owner of the local road or drive-through part of the road is entitled to remove the vehicle at the expense of its operator if the operator of the vehicle does not demonstrate serious reasons which prevented him from removing the vehicle temselves; in this case the costs related to removing the vehicle are borne by those based on whose request the decision was issued by the Road Administration Office.


The vehicle was towed away based on the order of the Prague Service Management which is also fully liable for this act from the start, through guarding the vehicle at the tow-off parking lot until the moment of its collection.

In accordance with the aforementioned act (Para 6) the vehicle operator can request from the decision holder, in this case it is our organisation, compensation for the expenses related to towing off the vehicle if he can prove ‘serious reasons’ which prevented him from removing the vehicle from the appropriate road for the time of cleaning or any event taking place there.

How to raise a request:

A duly completed request form with all appendices necessary for the request to be dealt with (see document):

  • Hand it in personally at the Prague TSK office, Řásnovka 770/8, Prague 1 to the Control and Internal Audit Department (here it is possible to have the original documents which you are attaching to the request verified).
  • Hand it in personally in a Prague TSK office, department 1050, Poděbradská 218, Prague 9 (here it is also possible to have all original documents you are attaching to the request verified). This office is open for public: TUE, WED, THU – 8:00 – 13:00

CLAIM FOR DAMAGE COMPENSATION

INJURIES / PROPERTY DAMAGE

The claim for damage compensation must be filed as follows:

the person who suffered damage will send ‘Claim for Damage Compensation’
addressed to TSK Prague – Legal Department, Řásnovka 770/8, 110 15 PRAGUE 1 – Staré Město.

The claim will contain: when it happened (date and time of the event), where (Prague district, street), what happened, for what reason, name, address, possibly telephone No. – i.e. in cases when the injury occurred on the road.

In order to determine liability of our organisation, we need to receive a layout plan /rough draft/ with the place where the injury (incident) occurred marked up, e.g. near what building with what number so that the location can be precisely identified by our regional manager.

In case an injury occurs, a copy of the 1st medical report must be a part of the claim for damage compensation.

After receiving the Claim for Damage Compensation + stated appendices, the incident is investigated and the impacted person is informed in writing.

The claim will contain: when it happened (date and time), where (Prague district, street), what happened, for what reason, what was damaged, type and registration number of the vehicle, name of the vehicle owner and a driver at the time of the accident, address, possibly telephone No.

In case the Czech Police was called to the accident, please present the document – accident record, nowadays ‘Euro form’.

In order to determine liability of our organisation, we request a layout plan /rough draft/ with the location where the incident occurred (stating the Prague district, street, more details about the location, i.e. close to what building with what number, lamppost, etc.) so that the location can be precisely identified by our regional manager. After receiving the Claim for Damage Compensation the incident will be investigated and the impacted person will be notified in writing.

The driver of the damaged vehicle - (after reporting the damage to TSK), before inspecting the damaged vehicle by the technician of the KOOPERATIVA a.s. insurance company (which our organisation is insured with), must contact our insurance dealer PAB-insurance agency Beata, s.r.o..
